CANADIAN TAMILS FOR PEACE AND DEMOCRACY URGES THE TAMIL DIASPORA TO REJECT K.P'S WING OF LTTE'S CALL FOR A PROVISIONAL TRANSNATIONAL GOVERNMENT.

Canadian Tamils for Peace and Democracy calls on the Tamil Diaspora throughout the world to reject and oppose the idea of a Provisional Transnational Government proposed by the underground K.P's wing of the Liberation Tamil Tigers of Eelam (LTTE).

While Tamils have been killed, wounded or displaced, the K.P's wing of LTTE is eager to form a government in exile to support and prepare for another civil war. Throughout the years, the LTTE has used the Internally Displaced Persons (IDPs) as a fundraising tool selling their misery to the world and raising funds in the tune of tens of millions of dollars but have never spent a penny actually helping the people of North and East, including those who live in the camps.

Although it is history now, the false dream of Eelam espoused by the LTTE has not only caused misery to the Tamils but has also destroyed their own organization and generations of young men and women who followed it blindly. The Tamil Diaspora which was controlled by the LTTE has collected millions of dollars and channeled these funds only to buy heavy weapons and ammunitions at the end to be used against their own family and relatives by the LTTE. The Diaspora, wittingly or unwittingly has contributed to the death of theirs own kiths and kin.

The brutal war waged in the name of Tamil Eelam by the LTTE only resulted in the indiscriminate killing of a large number of unarmed civilians, destruction of their homes and property, and the displacement and dislocation of hundreds of thousands of helpless men, women, children, youth, and the elderly of the North and Eastern provinces. The Canadian Tamils for Peace and Democracy strongly condemns this crime committed by the LTTE, and considers this as a crime against its own Tamil people.

The Liberation Tigers military oligarchs have used the enormous financial resources accrued from the Tamil expatriate community to amass huge financial fortunes for themselves and their relatives while the Tamil civilians in the North and East have been condemned to a life of poverty and misery. To add to the misery of these people, the LTTE abducted their children for military training and the civilians themselves for combat.
Knowing or unknowingly the Tamil Diaspora to this day has provided financial, political, and propaganda support to racist efforts, supposedly because of concerns for "Tamil rights." This is the same LTTE that is directly responsible for the denial of rights to its own Tamil people and for the death of thousands Sri Lankans and Tamils in particular.
Tamils have been fooled repeatedly by the LTTE giving false hopes of negotiating a political settlement with the Government of Sri Lanka, but did not deliver anything good. While pretending to negotiate with every successive government that came into power the LTTE marked time to strengthen its own rank and file to continue the war against the state of Sri Lanka. Further, the LTTE wiped out alternative Tamil leadership, as they wanted to be the sole representatives of the Tamil people leaving no room for peace or a negotiated settlement. People familiar with the North and East situation are aware that the LTTE does not have any credibility. Their promises and pledges have only brought destruction. In this context, how will their promises and pledges be viewed by the international community when it is unable to convince its own Tamil people?

The demonization campaigns carried out by the LTTE against other Tamil political parties and their leaders did not stop at being just media exercises. Over the past three decades, such campaigns have proceeded from brutal elimination of political leaders, extortion to abduction and recruiting of child soldiers and targeting of innocent civilians.
We also oppose the campaign of disinformation targeting the Government's efforts to promote peace and development in Sri Lanka. The timing of the campaign is linked to the development in the North and the East and the negotiations for a political solution to the aspirations of Tamil people within the frame of the Sri Lankan Constitution. The real motivation behind the anti-Sri Lanka campaign has nothing to do with human rights or liberation, but with the LTTE's agenda to prolong the conflict.

We Canadian Tamils for Peace and Democracy call for an end to the dissemination of false information against the people and the Government of Sri Lanka. Any attempt by the LTTE for a global campaign for a Provisional Transnational Government will only complicate and endanger the process for a political solution.

It is not for a single group or a few individuals living underground to decide the fate of the entire Tamil community living in Sri Lanka. It is the right of the Tamils living amidst other communities in Sri Lanka to decide for themselves as to what should be the political solution in consultation with their political representatives.

The time is opportune for the Tamil community in Sri Lanka to work in unison with their leaders to find an amicable solution to their aspirations within a democratic framework without resorting to violence.

We Canadian Tamils for Peace and Democracy call upon the Government of Sri Lanka to protect the Tamils from Terrorists and safeguard their rights, ensure development in the North and the East and rehabilitate the Internally Displaced.

We Canadian Tamils for Peace and Democracy invite the Tamil Diaspora to actively participate and engage in a dialogue with the Government of Sri Lanka to open a door for a meaningful political solution, for the aspirations of the Tamils living in Sri Lanka.

Provisional Transnational Government of Tamil Eelam is a Dangerous Exercise

On 15th June S. Pathmanathan, the most prominent of surviving members of the LTTE announced the establishment of a Provisional Transnational Government of Tamil Eelam (PTG), pointing to the danger to the 'very physical survival of Tamils' and the absence of 'political space to articulate their legitimate political aspirations' in Lanka. This was followed the next day by V. Rudrakumaran, heading the committee of 13 leading advocates of the LTTE for the formation of the PTG. There was a note of irony in his saying that the committee would function within democratic principles and would capture the aspirations of the people by means of contact maintained with them through the TNA.

Many of the sentiments expressed by the two gentlemen would have captured the feelings of most Tamils in the wake of the July 1983 violence and the Welikada prison massacre. We Tamils had then what was still a democratic leadership. The TULF leader Mr. Amirthalingam would have been under pressure to establish a PTG, had not India intervened and tried to push through the Parthasarathy proposals, agreed to and aborted by President Jayewardena, signalling the protracted civil war.

Much water has since flowed under the bridge, which makes the PTG a dangerous exercise, cornering the Tamils again into the pernicious politics of half truths. Rudrakumaran points to the killing of three Tamil MPs on Rajapaksa's watch, saying nothing of the LTTE's killings of scores of MPs, political leaders and budding leaders. A good core of thinking people on the ground and certainly the 300,000 in IDP camps would not go along with blaming all the Tamils' ills on the Sinhalese government. The IDPs would have spoken aloud their indignation about the LTTE, which used them as hostages to protect the leadership and their booty, placed their conscripted children on the frontlines and shot and shelled hundreds who tried to escape from their clutches.

The reason the IDPs cannot do so is the Government holds them prisoner behind barbed wire indiscriminately, fearing that they would give the world 'false testimony' about bombing and shelling by the Government.

What is then the PTG's link to the people, while it totally denies this tragedy and holds that the people were staying with the LTTE out of patriotic devotion? Even during the last weeks of acute tragedy, the TNA uttered not a word demanding the LTTE let the people go. It would now keep quiet about it and watch the drift remaining carefully ambivalent about the PTG. As with the LTTE, the interests and arrogance evident in the PTG's attempt to continue a politics detrimental to the Tamil people inside Lanka, is more about attempting to sustain a bankrupt enterprise abroad through further lies, mobilisation and collection of funds.

We see here Sinhalese and Tamil polities gearing up to continue the politics of half truths, reinforcing each other's myths to goad the country into further tragedy. The Government would, on the presumption of Tamil perfidy, go on finding reasons to expand the army and maintain it on a permanent war footing and to keep IDPs, both old and new, away from their lands from which they were violently driven out in Manal Aru (Weli Oya) and large stretches of arable land in Sampoor and Jaffna. It will find reasons to override the law and continue with disappearances, official killings, the new habit of putting persons in remand prison (even an astrologer, now that the CID could apparently read the stars even better) and thinking about charges many moons later. Besides, it now seems that the Government could detain someone on the hypothetical fear that they might give false testimony about it to foreigners.

On the Tamil side there would be an attempt to promote a mythical legacy of the LTTE shorn of all its terrible crimes against its own people. All that this politics had to offer were cycles of tragedy and displacement would be hidden behind an appeal to emotions. What happened in 1987 and described by Rajani Thiranagama in the Broken Palmyra, holds for 1990, 1995 - 2000 and 2006-2009:

"The nation was on the roads, their worldly belongings in plastic bags, their children on their hips, in the blistering noon day heat, from refugee camp to refugee camp, from village to village, fleeing from the withdrawing Tigers and the advancing army...Then came the shells, cannon, tank fire, helicopter fire and even bombs from the Sri Lankan bombers. When Tiger sentry point after sentry point withdrew without a whimper, only firing rounds of automatic fire thereby luring the Indian army, the people were the sacrifice."

What the Tamils need uppermost is a reexamination of their narrow-nationalist politics, a challenge V. Karalasingham posed as early as 1963: "The present leadership because of its close identification with the past will not encourage any discussion of fundamental questions - it would rather see the Tamil people burn themselves out in impotent rage and despair rather than permit a critical reexamination of its politics."

There cannot be reexamination without facing the truth, and when that happens we have to exorcise all associations with the TULF-LTTE legacy. It is the bankruptcy of this legacy that led to anger against those who try to work constructively with the Muslims and Sinhalese. It was the TULF leaders' deadly ambivalence about violence which led them to hound Alfred Duraiappah and incite his assassination as a traitor by its parricidal progeny - the LTTE.

Where would Germany, Europe's economic giant, be today, if her postwar political leaders had begun by denying the fascist legacy and mass murder instead of facing the bitter truth and its implications?

While living through the bombing of German cities as a prisoner, Dietrich Bonhoeffer did not utter a word of blame against Britain and the US who were themselves committing a crime against humanity. He mourned for the dead and gave practical advice to the living on protecting themselves against allied bombing, but his state of mind is best described in his citation from Psalm 60: "Thou hast moved the land and divided it; heal the sores thereof for it shaketh" (Letters and Papers from Prison). He was an internationalist, far too conscious of German blame.

Anyone observing this country's record of several rounds of communal violence since 1956 and continual killings of thousands of civilians in security operations since 1984, mainly of Tamils by armed forces and of Sinhalese and Muslims mainly by the LTTE, and the absence of credible inquiries leading identification and punishment of offenders, would be very pessimistic about its future. Reconciliation would be a lost cause unless the truth is made public and a starting point is in place. Take the two cases below.

On 14th July 2007 Miss. Lathasini Arunachalam a timid assistant in a shop in Chavakacheri regularly visited by Army Intelligence, was followed by military men on a motorcycle and shot dead a short distance from home, leaving five bullets in her body. Having made several inquiries we found no evidence that she was helping the LTTE.

On 9th November 2008, Mrs. Sumathy Srirangan (28), a mother of two, who was travelling from Pt. Pedro to Jaffna for medical treatment was taken off the bus by the LTTE in Nallur, walked to a tank a mile away and shot dead. She had left the LTTE and become a family woman. Her crime was that she had gone to the EPDP office seeking support for her medical treatment.

Both these stories are samples among thousands which show the sadistic character of both sides. Any organized force that kills unarmed women in this way is to be utterly abhorred. To the Sinhalese in the near term the Army may be heroes, but the Tamils will find it difficult to see any qualitative difference between the Army and the LTTE.
The Presidential Commission of Inquiry assisted by the IIGEP gave the Government an opportunity to prove that impartial and professional investigations could be conducted in Lanka and thereby strike a new direction. But government manipulation made the attempt a farce. The politics of both sides obstruct any honest reassessment.

Without the truth being investigated and made public, those who want to keep the people divided would feed them with half truths that place all the villainy on the other side. Thus while one side has screamed genocide against the Government, the country's leaders have glorified the Army for getting rid of a 'monster'. The leaders have repeatedly dismissed well-founded cases of violations by the security forces, as fiction concocted by traitors and malignant foreigners. Others inevitably see monsters among those who planned and executed in public the fearsome killing of the Trincomalee five students.

We have a divided country set to continue the politics of half truths. The majority from all the communities are capable of looking inwardly and want to move away from the desultory post independence politics of confrontation on fanciful issues based on history and genetics, issues as slippery as reading the stars. They would be more than ready to rise to the challenge of facing the facts and to develop an impartial and effective machinery to address past violations. If that cannot happen, it is a failure of leadership on both sides.

While the people have repeatedly shown themselves ready for a political settlement, a handful of opinion makers in the South continue to blame everything that went wrong for the Sinhalese polity since independence on the Tamils. Any discussion of a political settlement is sidetracked by them with feints such as 'not home made', 'imposed from outside' and 'not suitable to our conditions'. The logical implication would be the absurdity of discarding the modern state with its parliamentary democracy, which is a colonial legacy, and going back to the old despotic kingdoms of Kotte and Jaffna!

இலங்கை அரசாங்கம், சரணடைந்த புலி அங்கத்தவர்களுக்கு 'பொது மன்னிப்பு' அளிப்பது தொடர்பாக ஆலோசித்து வருகிறது. இவ்வங்கத்தவர்கள் தமது குற்றத்தை உணரும் பசட்சத்தில் அவர்களுக்கான வாழும் உரிமைய வழங்கும் நிலையில் உள்ளவர்கள் வழங்குவதுதான் மனிதகுல தர்மம். அரசாங்கம் பொதுமன்னிப்பு தொடர்பான நல்ல முடிவை எடுக்கும், எடுக்க வேண்டும் என்பதே எம் அவாவும்கூட.

புலிகளால் பலவந்தமாக பிடிக்கப்பட்டவர்கள் மற்றும் சிறுவர் சிறுமியரை இரண்டாம் கேள்விக்கு இடமில்லாமல் சமூகத்துடன் இணைக்கும் செயற்பாட்டை அரசாங்கம் மேற்கொள்ள வேண்டும். இதனையே ஐ.நாவும் வலியுறுத்துகிறது. ஆயுதக் குழுக்களிலிருந்து விடுவிக்கப்பட்ட சிறுவர்களின் பராமரிப்பு பாதுகாப்பு மற்றும் அவர்களை சமூகத்துடன் ஒருங்கிணைக்கும் செயல்திட்டங்களை உறுதிப்படுத்துமாறு இலங்கையிடம் ஐ.நா செயலாளர் நாயகம் பான் கீ மூன் வலியுறுத்தியுள்ளார்.

இந்தவிடையத்தில் இலங்கை வாழ் மக்களுக்கு ஏற்பட்ட காயங்களை மீண்டும் நினைவுபடுத்தவேண்டிய தேவை எழுகிறது. 'தமிழீழம்' என்ற பெயரில் நடைபெற்ற கொலைகளை, 'தமிழ் தேசியம்' என்ற பெயரில் சில படித்தவர்கள், பிரமுகர்கள் நியாயப்படுத்தியதையும் மனவேதனையுடன் நாம் நினைவுபடுத்தவேண்டிய தேவையிருக்கிறது. எனவே புலிகள் 'எதிரியிலும் துரோகியே ஆபத்தானவர்கள்' என்று சொல்லிச் சொல்லியே கொன்றுகுவித்தார்கள் ஐயா! தம்மிடம் சரணடைந்தவர்களைகூட ஈவிரக்கமின்றி சித்திரவதைசெய்து கொன்றனர்.

புலிகளிடம் பிடிபடும் இராணுவ வீரர்களை பொதுமக்களின் பார்வைக்கு வைத்த பின்னர் நல்லபடியாக பராமரித்து கொன்றுவிடுவதே அவர்களின் நடைமுறையாக இருந்தது. முள்ளிவாய்காலில் விடுவிக்கப்பட்ட 4 இராணுவ வீரர்களைத் தவிர அவர்களிடம் முன்னர் பிடிபட்ட அனேக இராணுவ வீர்கள் கொலை செய்யப்பட்டதே ஒழிய, உயிர்பிச்சை அளிக்கப்படவில்லை.

அதேபோல புலிகளிடம் அடைக்கலம் புகுந்த சகோதர இயக்க உறுப்பினர்களும் சரி, அவர்களுடைய உறவுகளும் சரி கொல்லப்பட்டார்கள். சகோதர இயக்கத்துக்கு உதவினார்கள் என்பதற்காகவே கொலை செய்யப்பட்ட சம்பவங்கள் பல நடந்திருக்கின்றன.

புலிகள் தவிர்ந்த இயக்க முக்கியஸ்தர்களின் குடும்பங்கள் சொல்லொனா துன்பங்களை அனுபவித்திருக்கின்றன. அடித்தே கொலை செய்யப்பட்டிருக்கிறார்கள். இந்தியாவுக்கு நாடு கடத்தப்பட்டிருக்கிறார்கள். இதெல்லாம் வெறும் குற்றச்சாட்டுக்கள் அல்ல. இவையெல்லாம் நடந்தவை. சந்தேகிப்பவர்கள் இதற்கான ஆதாரங்களை பாதிக்கப்பட்டவர்களை தேடிக்கண்டுபிடித்து அறிந்துகொள்ளலாம்.

குறிப்பாக இந்திய அமைதி காக்கும் படை இலங்கையை விட்டு வெளியேறிய பின்னர், புலிகளால் அமைக்கப்பட்ட பல சித்திரவதை முகாம்களில் ஆயிரக்கணக்கான தமிழ் சகோதரர்கள், சகோதரிகள் அடைத்து வைக்கப்பட்டு சித்திரவதை செய்து கொலை செய்யப்பட்டிருக்கிறார்கள்.

இயக்கத்துக்குள் ஏற்பட்ட முரண்பாட்டின் காரணமாக ஆரம்பித்திலேயே (புலிகள் ஏதாச்சதிகாரமாக மற்ற இயக்கங்களை தடைசெய்ய முன்னர்) வெளியேறி குடும்பமும் குழந்தைகளுமாக இருந்த பல நபர்கள் புலிகளால் பிடிக்கப்பட்டு சித்திரவதைசெய்யப்பட்டு கொலைசெய்யப்பட்டிருக்கிறார்கள்.

புலிகள் பல இயக்கங்களின் நடவடிக்கைகளையும் முடக்கிவிட்ட பின்னரும் அவ்வியக்கங்களின் அங்கத்தவர்களை வேட்டையாடுவதில் குறியாக இருந்தார்கள். அவர்களை அணு அணுவாக சித்திரவதை செய்து கொல்வதில் இன்பமடைந்தார்கள்.

இந்திய அமைதிகாக்கும் படைகளுடன் இணைந்து செயற்பட்ட ஈ.பி.ஆர்.எல்.எவ் உட்பட அனைத்து இயக்கங்களும் அதன் முக்கிய உறுப்பினர்களும் நாட்டைவிட்டு வெளியேறிய பின்னரும், அவ்வியக்கங்களின் அடிமட்ட உறுப்பினர்கள் அல்லது அந்த இயக்கத்துடன் தொடர்புடைய சாதாரண பொது மகன் அகப்பட்டாலே புலிகளுக்கு மகா கொண்டாட்டம்தான்.

இதேகாலப்பகுதியில் 'தமிழ் தேசிய இராணுவ'த்துக்கு பிடிக்கப்பட்ட இளைஞர்கள் அனைவருமே விடுவிக்கப்பட்டார்கள். இவர்களில் பலர் புலிகளின் குணத்தை நன்கு அறிந்து இந்திய இராணுவத்துடன் வெளியேறினர். பெரும்பாலானோர் தத்தமது வீடுகளுக்குத் திரும்பி தமது இயல்பு வாழ்வைத் தொடங்கினர்.

ஆனால் புலிகள் இந்திய இராணுவம் வெளியேறிய கையுடன் ஒவ்வொரு கிராமம் கிராமமாக ஒலிபெருக்கியின் மூலம் "ஏதாவது இயக்க உறுப்பினர்கள், அவர்களுடன் தொடர்புடையவர்கள் மற்றும் இந்திய இராணுவத்துடன் தொடர்படையவர்கள், தமிழ் தேசிய இராணுவத்தில் இருந்தவர்கள் மற்றும் நேரடியாகவோ மறைமுகமாகவோ எமக்கு எதிராக செயற்பட்டவர்கள் அனைவரும் சரணடைய வேண்டும். அவ்வாறு சரணடையாது பதுங்கியிருப்பவர்கள் கண்டுபிடிக்குமிடத்து கடுமையான தண்டனையை எதிர்கொள்ள வேண்டியேற்படும்" என்று அறிவித்தார்கள். அப்படி பதுங்கியிருப்பவர்களுக்கு உதவினார்கள் என்ற குற்றச்சாட்டில் புலிகள் சிலரைக் கைதுசெய்து கொலையும் செய்திருக்கிறார்கள்.

புலிகளின் துணுக்காய் சித்திரவதை முகாம் பிரசித்தமானவை. அங்கு ஏறக்குறைய பத்தாயிரம் வரையிலானோர் தடுத்துவைக்கப்பட்டு, சித்திரவதை செய்யப்பட்டு கொலை செய்யப்பட்டிருக்கிறார்கள். இதில் புலிகளுக்கு வறுமையின் காரணமாக கப்பம் செலுத்த முடியாதவர்களும் கைதுசெய்யப்பட்டு அடைக்கப்பட்டிருந்தார்கள். இவ்வாறானவர்களில் விரல்விட்டு எண்ணக்கூடியவர்களே உயிர் தப்பியிருக்கிறார்கள்.

மேலும் புலிகளின் கவனக்குறைவால் பல படுகொலைகள் நடந்திருக்கின்றன. அதாவது ஆள் மாறி சுட்டுக்கொல்லப்பட்ட சம்பவங்கள் பல நடந்திருக்கின்றன. புலிகளுக்கு வேண்டப்பட்டவர்களுக்கு எதிரானவர்கள்கூட கொலை செய்யப்பட்ட சம்பவங்கள் நடந்திருக்கின்றன. அதாவது புலி பொறுப்பாளர் ஒருவர் தான் விரும்பிய பெண்ணின் தந்தையை ஒருநபர் கடுமையாக ஏசிய காரணத்தால் ஆத்திரம் கொண்ட பெண்ணின் தந்தை தனது பெண்ணை விரும்பிய புலி பொறுப்பாளருக்கு போட்டுக்கொடுக்க, மாமனாரை மகிழ்விக்கும் நோக்கில் அந்த ஏசியவரை போட்டுத்தள்ளினார் புலி பொறுப்பாளர். இது நடந்தது வன்னி நிலப்பரப்பில்.

அதேபோல உரும்பிராய் சந்தியில் இருந்த சிகையலங்கார நிலையத்தில், அருகிலிருந்த இந்திய இராணுவ முகாமில் இருந்து சிப்பாய்கள் சிகையலங்காரத்துக்கு நாள்தோறும் வந்துசெல்வது வழக்கம். இதை அறிந்துகொண்ட புலிகள் அவர் இந்திய இராணுவத்துக்கு உளவு சொல்கிறார் என்று குற்றம் சாட்டி கொலை செய்திருக்கிறார்கள்.

இவற்றைவிட புலிகள் தாம்முடன் இணைந்துகொள்ளும் அல்லது பலாத்காரமாக இணைத்துக்கொள்ளப்படும் சிறுவர் சிறுமியர் கடுமையான பயிற்சியின் காரணமாக தப்பி ஓடினால் அவர்களை தேடிக் கண்டுபிடித்து மற்ற சிறுவர் சிறுமியருக்கு முன்னால் அடித்தே கொல்லும் வழமையைக் கொண்டிருந்தனர். அதற்கு அவர்கள் தரும் விளக்கம் அதைப்பார்த்தால் தப்பியோடும் எண்ணம் மற்ற சிறார்களுக்கு ஏற்படாது என்பதே.

இவ்வாறாக புலிகளின் கொலையின் தன்மைகளும் பட்டியலும் நீண்டுகொண்டே செல்லும். கடந்த முப்பது வருடங்களாக புலிகளின் கொலைகள் தினம்தோறும் நடைபெற்றிருக்கிறது.

இதனைவிட எல்லையோரக் கிராமங்களில் படுகொலை. முஸ்லீம் மக்களை பள்ளிவாசலில் வைத்து படுகொலை. தமிழ், முஸ்லீம், சிங்கள அரசியல் தலைவர்களின் படுகொலைகள் என அடுக்கிக்கொண்டே போகலாம்.

புலிகளின் இந்த வகைதொகையின்றிய கொலைகளுக்கு தெரிந்தோ தெரியாமலோ சில பொதுமக்களும் உடந்தையாக இருந்திருக்கிறார்கள். ஏனெனில் காழ்ப்புணர்வினால், ஏசியதற்காக மற்றும் இன்னபிற காரணங்களைச் சாட்டாகவைத்து புலிகளிடம் அண்டியே கொலை செய்ய தூண்டிய சம்பவங்கள் நடந்திருக்கின்றன. புலிகளின் குறைந்தபட்ச தண்டனையும் உயர்ந்தபட்ச தண்டனையும் கொலைதான் என்பதை யாவரும் அறிவர். அப்படியிருக்க வெறும் கோபத்தினால் புலிகளிடம் சென்று இல்லாதபொல்லாததையும் போட்டுக்கொடுத்து ஒரு உயிரை அற்பத்தனமாக்கிய பங்கு சில பொதுமக்களையும் சாரும் என்ற உண்மையை நாம் மறந்துவிடமுடியாது. மறுத்துவிடமுடியாது.

இன்று பொதுமக்களுக்கு மேலே தொங்கிய கத்தி அகற்றப்பட்டிருக்கிறது. மீள் குடியேற்றங்கள், புனர்வாழ்வு, அபிவிருத்தி மற்றும் பொதுமக்களின் தேவைகளை அரசாங்கம் மேற்கொள்ளவேண்டும். அதேபோல எல்லா விடையங்களையும் அரசாங்கமே மேற்கொள்ள வேண்டும் என்று நாம் வாழாதிருக்க முடியாது. எனவே கடந்தகாலத்தில் நடைபெற்ற அசம்பாவிதங்களை நாம் மீட்டுப்பார்பதுடன் வருங்கால சந்ததிக்கும் இப்படியெல்லாம் நாம் பாடம் படித்தோம் என்பதனையும் தெரியப்படுத்திக்கொள்ள வேண்டும்.

ஆகவேதான் கடந்த காலங்களில் புலிகள், அரச படைகள் மற்றும் தமிழ் இயக்கங்களினால் (இவர்கள் குறிப்பிட்ட குறுகிய காலத்தில் படுகொலைகளை அரங்கேற்றினார்கள் என்பதை மறைக்கவோ மறுக்கவோ முடியாது) படுகொலை செய்யப்பட்டவர்களின் பெயர் விபரங்களை ஆவணப்படுத்த வேண்டியது நம் ஒவ்வொருவரின் கடமை.

இந்தக் கடமையை நிலத்திலும் புலத்திலும் நாம் இணைந்து செயற்படுவதன் மூலம் சாத்தியமாக்க முடியும். இணையத்தளங்கள் இதற்கு மிகுந்த உதவியாக இருக்கும். கிராமம் கிராமமாக இந்த நடவடிக்கை முன்னெடுக்கப்பட வேண்டும். கிராமசேவகர் அலுவலகம் இதற்கு பெருதவியாக இருக்கும் என்பதில் சந்தேகம் இல்லை.

விருப்பு வெறுப்புகளுக்கு அப்பால் புலிகளால் படுகொலை செய்யப்பட்டவர்கள், அரச படைகளால் படுகொலை செய்யப்பட்டவர்கள், மற்றும் மற்ற இயக்கங்களினால் படுகொலை செய்யப்பட்டவர்கள் என்ற அடிப்படையில் படுகொலை செய்யப்பட்டவர்களின் பெயர் விபரங்களைத் திரட்டுவது காலத்தின் கட்டாயம் என்பதை உணர்ந்து நாம் செயற்பட்டால் இதுவரை காலமும் நாம் செலுத்திய உயிர்களின் எண்ணிக்கையை கணக்கிலிடுவதுடன் மற்ற சமூகங்களுக்கும், நாடுகளுக்கும் இதுவொரு பாடமாக அமையும். மீண்டுமொரு வன்முறை எழாதிருக்க வகைசெய்யும்.
