CANADIAN TAMILS FOR PEACE AND DEMOCRACY URGES THE TAMIL DIASPORA TO REJECT K.P'S WING OF LTTE'S CALL FOR A PROVISIONAL TRANSNATIONAL GOVERNMENT.

Canadian Tamils for Peace and Democracy calls on the Tamil Diaspora throughout the world to reject and oppose the idea of a Provisional Transnational Government proposed by the underground K.P's wing of the Liberation Tamil Tigers of Eelam (LTTE).

While Tamils have been killed, wounded or displaced, the K.P's wing of LTTE is eager to form a government in exile to support and prepare for another civil war. Throughout the years, the LTTE has used the Internally Displaced Persons (IDPs) as a fundraising tool selling their misery to the world and raising funds in the tune of tens of millions of dollars but have never spent a penny actually helping the people of North and East, including those who live in the camps.

Although it is history now, the false dream of Eelam espoused by the LTTE has not only caused misery to the Tamils but has also destroyed their own organization and generations of young men and women who followed it blindly. The Tamil Diaspora which was controlled by the LTTE has collected millions of dollars and channeled these funds only to buy heavy weapons and ammunitions at the end to be used against their own family and relatives by the LTTE. The Diaspora, wittingly or unwittingly has contributed to the death of theirs own kiths and kin.

The brutal war waged in the name of Tamil Eelam by the LTTE only resulted in the indiscriminate killing of a large number of unarmed civilians, destruction of their homes and property, and the displacement and dislocation of hundreds of thousands of helpless men, women, children, youth, and the elderly of the North and Eastern provinces. The Canadian Tamils for Peace and Democracy strongly condemns this crime committed by the LTTE, and considers this as a crime against its own Tamil people.

The Liberation Tigers military oligarchs have used the enormous financial resources accrued from the Tamil expatriate community to amass huge financial fortunes for themselves and their relatives while the Tamil civilians in the North and East have been condemned to a life of poverty and misery. To add to the misery of these people, the LTTE abducted their children for military training and the civilians themselves for combat.
Knowing or unknowingly the Tamil Diaspora to this day has provided financial, political, and propaganda support to racist efforts, supposedly because of concerns for "Tamil rights." This is the same LTTE that is directly responsible for the denial of rights to its own Tamil people and for the death of thousands Sri Lankans and Tamils in particular.
Tamils have been fooled repeatedly by the LTTE giving false hopes of negotiating a political settlement with the Government of Sri Lanka, but did not deliver anything good. While pretending to negotiate with every successive government that came into power the LTTE marked time to strengthen its own rank and file to continue the war against the state of Sri Lanka. Further, the LTTE wiped out alternative Tamil leadership, as they wanted to be the sole representatives of the Tamil people leaving no room for peace or a negotiated settlement. People familiar with the North and East situation are aware that the LTTE does not have any credibility. Their promises and pledges have only brought destruction. In this context, how will their promises and pledges be viewed by the international community when it is unable to convince its own Tamil people?

The demonization campaigns carried out by the LTTE against other Tamil political parties and their leaders did not stop at being just media exercises. Over the past three decades, such campaigns have proceeded from brutal elimination of political leaders, extortion to abduction and recruiting of child soldiers and targeting of innocent civilians.
We also oppose the campaign of disinformation targeting the Government's efforts to promote peace and development in Sri Lanka. The timing of the campaign is linked to the development in the North and the East and the negotiations for a political solution to the aspirations of Tamil people within the frame of the Sri Lankan Constitution. The real motivation behind the anti-Sri Lanka campaign has nothing to do with human rights or liberation, but with the LTTE's agenda to prolong the conflict.

We Canadian Tamils for Peace and Democracy call for an end to the dissemination of false information against the people and the Government of Sri Lanka. Any attempt by the LTTE for a global campaign for a Provisional Transnational Government will only complicate and endanger the process for a political solution.

It is not for a single group or a few individuals living underground to decide the fate of the entire Tamil community living in Sri Lanka. It is the right of the Tamils living amidst other communities in Sri Lanka to decide for themselves as to what should be the political solution in consultation with their political representatives.

The time is opportune for the Tamil community in Sri Lanka to work in unison with their leaders to find an amicable solution to their aspirations within a democratic framework without resorting to violence.

We Canadian Tamils for Peace and Democracy call upon the Government of Sri Lanka to protect the Tamils from Terrorists and safeguard their rights, ensure development in the North and the East and rehabilitate the Internally Displaced.

We Canadian Tamils for Peace and Democracy invite the Tamil Diaspora to actively participate and engage in a dialogue with the Government of Sri Lanka to open a door for a meaningful political solution, for the aspirations of the Tamils living in Sri Lanka.

Provisional Transnational Government of Tamil Eelam is a Dangerous Exercise

On 15th June S. Pathmanathan, the most prominent of surviving members of the LTTE announced the establishment of a Provisional Transnational Government of Tamil Eelam (PTG), pointing to the danger to the 'very physical survival of Tamils' and the absence of 'political space to articulate their legitimate political aspirations' in Lanka. This was followed the next day by V. Rudrakumaran, heading the committee of 13 leading advocates of the LTTE for the formation of the PTG. There was a note of irony in his saying that the committee would function within democratic principles and would capture the aspirations of the people by means of contact maintained with them through the TNA.

Many of the sentiments expressed by the two gentlemen would have captured the feelings of most Tamils in the wake of the July 1983 violence and the Welikada prison massacre. We Tamils had then what was still a democratic leadership. The TULF leader Mr. Amirthalingam would have been under pressure to establish a PTG, had not India intervened and tried to push through the Parthasarathy proposals, agreed to and aborted by President Jayewardena, signalling the protracted civil war.

Much water has since flowed under the bridge, which makes the PTG a dangerous exercise, cornering the Tamils again into the pernicious politics of half truths. Rudrakumaran points to the killing of three Tamil MPs on Rajapaksa's watch, saying nothing of the LTTE's killings of scores of MPs, political leaders and budding leaders. A good core of thinking people on the ground and certainly the 300,000 in IDP camps would not go along with blaming all the Tamils' ills on the Sinhalese government. The IDPs would have spoken aloud their indignation about the LTTE, which used them as hostages to protect the leadership and their booty, placed their conscripted children on the frontlines and shot and shelled hundreds who tried to escape from their clutches.

The reason the IDPs cannot do so is the Government holds them prisoner behind barbed wire indiscriminately, fearing that they would give the world 'false testimony' about bombing and shelling by the Government.

What is then the PTG's link to the people, while it totally denies this tragedy and holds that the people were staying with the LTTE out of patriotic devotion? Even during the last weeks of acute tragedy, the TNA uttered not a word demanding the LTTE let the people go. It would now keep quiet about it and watch the drift remaining carefully ambivalent about the PTG. As with the LTTE, the interests and arrogance evident in the PTG's attempt to continue a politics detrimental to the Tamil people inside Lanka, is more about attempting to sustain a bankrupt enterprise abroad through further lies, mobilisation and collection of funds.

We see here Sinhalese and Tamil polities gearing up to continue the politics of half truths, reinforcing each other's myths to goad the country into further tragedy. The Government would, on the presumption of Tamil perfidy, go on finding reasons to expand the army and maintain it on a permanent war footing and to keep IDPs, both old and new, away from their lands from which they were violently driven out in Manal Aru (Weli Oya) and large stretches of arable land in Sampoor and Jaffna. It will find reasons to override the law and continue with disappearances, official killings, the new habit of putting persons in remand prison (even an astrologer, now that the CID could apparently read the stars even better) and thinking about charges many moons later. Besides, it now seems that the Government could detain someone on the hypothetical fear that they might give false testimony about it to foreigners.

On the Tamil side there would be an attempt to promote a mythical legacy of the LTTE shorn of all its terrible crimes against its own people. All that this politics had to offer were cycles of tragedy and displacement would be hidden behind an appeal to emotions. What happened in 1987 and described by Rajani Thiranagama in the Broken Palmyra, holds for 1990, 1995 - 2000 and 2006-2009:

"The nation was on the roads, their worldly belongings in plastic bags, their children on their hips, in the blistering noon day heat, from refugee camp to refugee camp, from village to village, fleeing from the withdrawing Tigers and the advancing army...Then came the shells, cannon, tank fire, helicopter fire and even bombs from the Sri Lankan bombers. When Tiger sentry point after sentry point withdrew without a whimper, only firing rounds of automatic fire thereby luring the Indian army, the people were the sacrifice."

What the Tamils need uppermost is a reexamination of their narrow-nationalist politics, a challenge V. Karalasingham posed as early as 1963: "The present leadership because of its close identification with the past will not encourage any discussion of fundamental questions - it would rather see the Tamil people burn themselves out in impotent rage and despair rather than permit a critical reexamination of its politics."

There cannot be reexamination without facing the truth, and when that happens we have to exorcise all associations with the TULF-LTTE legacy. It is the bankruptcy of this legacy that led to anger against those who try to work constructively with the Muslims and Sinhalese. It was the TULF leaders' deadly ambivalence about violence which led them to hound Alfred Duraiappah and incite his assassination as a traitor by its parricidal progeny - the LTTE.

Where would Germany, Europe's economic giant, be today, if her postwar political leaders had begun by denying the fascist legacy and mass murder instead of facing the bitter truth and its implications?

While living through the bombing of German cities as a prisoner, Dietrich Bonhoeffer did not utter a word of blame against Britain and the US who were themselves committing a crime against humanity. He mourned for the dead and gave practical advice to the living on protecting themselves against allied bombing, but his state of mind is best described in his citation from Psalm 60: "Thou hast moved the land and divided it; heal the sores thereof for it shaketh" (Letters and Papers from Prison). He was an internationalist, far too conscious of German blame.

Anyone observing this country's record of several rounds of communal violence since 1956 and continual killings of thousands of civilians in security operations since 1984, mainly of Tamils by armed forces and of Sinhalese and Muslims mainly by the LTTE, and the absence of credible inquiries leading identification and punishment of offenders, would be very pessimistic about its future. Reconciliation would be a lost cause unless the truth is made public and a starting point is in place. Take the two cases below.

On 14th July 2007 Miss. Lathasini Arunachalam a timid assistant in a shop in Chavakacheri regularly visited by Army Intelligence, was followed by military men on a motorcycle and shot dead a short distance from home, leaving five bullets in her body. Having made several inquiries we found no evidence that she was helping the LTTE.

On 9th November 2008, Mrs. Sumathy Srirangan (28), a mother of two, who was travelling from Pt. Pedro to Jaffna for medical treatment was taken off the bus by the LTTE in Nallur, walked to a tank a mile away and shot dead. She had left the LTTE and become a family woman. Her crime was that she had gone to the EPDP office seeking support for her medical treatment.

Both these stories are samples among thousands which show the sadistic character of both sides. Any organized force that kills unarmed women in this way is to be utterly abhorred. To the Sinhalese in the near term the Army may be heroes, but the Tamils will find it difficult to see any qualitative difference between the Army and the LTTE.
The Presidential Commission of Inquiry assisted by the IIGEP gave the Government an opportunity to prove that impartial and professional investigations could be conducted in Lanka and thereby strike a new direction. But government manipulation made the attempt a farce. The politics of both sides obstruct any honest reassessment.

Without the truth being investigated and made public, those who want to keep the people divided would feed them with half truths that place all the villainy on the other side. Thus while one side has screamed genocide against the Government, the country's leaders have glorified the Army for getting rid of a 'monster'. The leaders have repeatedly dismissed well-founded cases of violations by the security forces, as fiction concocted by traitors and malignant foreigners. Others inevitably see monsters among those who planned and executed in public the fearsome killing of the Trincomalee five students.

We have a divided country set to continue the politics of half truths. The majority from all the communities are capable of looking inwardly and want to move away from the desultory post independence politics of confrontation on fanciful issues based on history and genetics, issues as slippery as reading the stars. They would be more than ready to rise to the challenge of facing the facts and to develop an impartial and effective machinery to address past violations. If that cannot happen, it is a failure of leadership on both sides.

While the people have repeatedly shown themselves ready for a political settlement, a handful of opinion makers in the South continue to blame everything that went wrong for the Sinhalese polity since independence on the Tamils. Any discussion of a political settlement is sidetracked by them with feints such as 'not home made', 'imposed from outside' and 'not suitable to our conditions'. The logical implication would be the absurdity of discarding the modern state with its parliamentary democracy, which is a colonial legacy, and going back to the old despotic kingdoms of Kotte and Jaffna!

இலங்கை அரசாங்கம், சரணடைந்த புலி அங்கத்தவர்களுக்கு 'பொது மன்னிப்பு' அளிப்பது தொடர்பாக ஆலோசித்து வருகிறது. இவ்வங்கத்தவர்கள் தமது குற்றத்தை உணரும் பசட்சத்தில் அவர்களுக்கான வாழும் உரிமைய வழங்கும் நிலையில் உள்ளவர்கள் வழங்குவதுதான் மனிதகுல தர்மம். அரசாங்கம் பொதுமன்னிப்பு தொடர்பான நல்ல முடிவை எடுக்கும், எடுக்க வேண்டும் என்பதே எம் அவாவும்கூட.

புலிகளால் பலவந்தமாக பிடிக்கப்பட்டவர்கள் மற்றும் சிறுவர் சிறுமியரை இரண்டாம் கேள்விக்கு இடமில்லாமல் சமூகத்துடன் இணைக்கும் செயற்பாட்டை அரசாங்கம் மேற்கொள்ள வேண்டும். இதனையே ஐ.நாவும் வலியுறுத்துகிறது. ஆயுதக் குழுக்களிலிருந்து விடுவிக்கப்பட்ட சிறுவர்களின் பராமரிப்பு பாதுகாப்பு மற்றும் அவர்களை சமூகத்துடன் ஒருங்கிணைக்கும் செயல்திட்டங்களை உறுதிப்படுத்துமாறு இலங்கையிடம் ஐ.நா செயலாளர் நாயகம் பான் கீ மூன் வலியுறுத்தியுள்ளார்.

இந்தவிடையத்தில் இலங்கை வாழ் மக்களுக்கு ஏற்பட்ட காயங்களை மீண்டும் நினைவுபடுத்தவேண்டிய தேவை எழுகிறது. 'தமிழீழம்' என்ற பெயரில் நடைபெற்ற கொலைகளை, 'தமிழ் தேசியம்' என்ற பெயரில் சில படித்தவர்கள், பிரமுகர்கள் நியாயப்படுத்தியதையும் மனவேதனையுடன் நாம் நினைவுபடுத்தவேண்டிய தேவையிருக்கிறது. எனவே புலிகள் 'எதிரியிலும் துரோகியே ஆபத்தானவர்கள்' என்று சொல்லிச் சொல்லியே கொன்றுகுவித்தார்கள் ஐயா! தம்மிடம் சரணடைந்தவர்களைகூட ஈவிரக்கமின்றி சித்திரவதைசெய்து கொன்றனர்.

புலிகளிடம் பிடிபடும் இராணுவ வீரர்களை பொதுமக்களின் பார்வைக்கு வைத்த பின்னர் நல்லபடியாக பராமரித்து கொன்றுவிடுவதே அவர்களின் நடைமுறையாக இருந்தது. முள்ளிவாய்காலில் விடுவிக்கப்பட்ட 4 இராணுவ வீரர்களைத் தவிர அவர்களிடம் முன்னர் பிடிபட்ட அனேக இராணுவ வீர்கள் கொலை செய்யப்பட்டதே ஒழிய, உயிர்பிச்சை அளிக்கப்படவில்லை.

அதேபோல புலிகளிடம் அடைக்கலம் புகுந்த சகோதர இயக்க உறுப்பினர்களும் சரி, அவர்களுடைய உறவுகளும் சரி கொல்லப்பட்டார்கள். சகோதர இயக்கத்துக்கு உதவினார்கள் என்பதற்காகவே கொலை செய்யப்பட்ட சம்பவங்கள் பல நடந்திருக்கின்றன.

புலிகள் தவிர்ந்த இயக்க முக்கியஸ்தர்களின் குடும்பங்கள் சொல்லொனா துன்பங்களை அனுபவித்திருக்கின்றன. அடித்தே கொலை செய்யப்பட்டிருக்கிறார்கள். இந்தியாவுக்கு நாடு கடத்தப்பட்டிருக்கிறார்கள். இதெல்லாம் வெறும் குற்றச்சாட்டுக்கள் அல்ல. இவையெல்லாம் நடந்தவை. சந்தேகிப்பவர்கள் இதற்கான ஆதாரங்களை பாதிக்கப்பட்டவர்களை தேடிக்கண்டுபிடித்து அறிந்துகொள்ளலாம்.

குறிப்பாக இந்திய அமைதி காக்கும் படை இலங்கையை விட்டு வெளியேறிய பின்னர், புலிகளால் அமைக்கப்பட்ட பல சித்திரவதை முகாம்களில் ஆயிரக்கணக்கான தமிழ் சகோதரர்கள், சகோதரிகள் அடைத்து வைக்கப்பட்டு சித்திரவதை செய்து கொலை செய்யப்பட்டிருக்கிறார்கள்.

இயக்கத்துக்குள் ஏற்பட்ட முரண்பாட்டின் காரணமாக ஆரம்பித்திலேயே (புலிகள் ஏதாச்சதிகாரமாக மற்ற இயக்கங்களை தடைசெய்ய முன்னர்) வெளியேறி குடும்பமும் குழந்தைகளுமாக இருந்த பல நபர்கள் புலிகளால் பிடிக்கப்பட்டு சித்திரவதைசெய்யப்பட்டு கொலைசெய்யப்பட்டிருக்கிறார்கள்.

புலிகள் பல இயக்கங்களின் நடவடிக்கைகளையும் முடக்கிவிட்ட பின்னரும் அவ்வியக்கங்களின் அங்கத்தவர்களை வேட்டையாடுவதில் குறியாக இருந்தார்கள். அவர்களை அணு அணுவாக சித்திரவதை செய்து கொல்வதில் இன்பமடைந்தார்கள்.

இந்திய அமைதிகாக்கும் படைகளுடன் இணைந்து செயற்பட்ட ஈ.பி.ஆர்.எல்.எவ் உட்பட அனைத்து இயக்கங்களும் அதன் முக்கிய உறுப்பினர்களும் நாட்டைவிட்டு வெளியேறிய பின்னரும், அவ்வியக்கங்களின் அடிமட்ட உறுப்பினர்கள் அல்லது அந்த இயக்கத்துடன் தொடர்புடைய சாதாரண பொது மகன் அகப்பட்டாலே புலிகளுக்கு மகா கொண்டாட்டம்தான்.

இதேகாலப்பகுதியில் 'தமிழ் தேசிய இராணுவ'த்துக்கு பிடிக்கப்பட்ட இளைஞர்கள் அனைவருமே விடுவிக்கப்பட்டார்கள். இவர்களில் பலர் புலிகளின் குணத்தை நன்கு அறிந்து இந்திய இராணுவத்துடன் வெளியேறினர். பெரும்பாலானோர் தத்தமது வீடுகளுக்குத் திரும்பி தமது இயல்பு வாழ்வைத் தொடங்கினர்.

ஆனால் புலிகள் இந்திய இராணுவம் வெளியேறிய கையுடன் ஒவ்வொரு கிராமம் கிராமமாக ஒலிபெருக்கியின் மூலம் "ஏதாவது இயக்க உறுப்பினர்கள், அவர்களுடன் தொடர்புடையவர்கள் மற்றும் இந்திய இராணுவத்துடன் தொடர்படையவர்கள், தமிழ் தேசிய இராணுவத்தில் இருந்தவர்கள் மற்றும் நேரடியாகவோ மறைமுகமாகவோ எமக்கு எதிராக செயற்பட்டவர்கள் அனைவரும் சரணடைய வேண்டும். அவ்வாறு சரணடையாது பதுங்கியிருப்பவர்கள் கண்டுபிடிக்குமிடத்து கடுமையான தண்டனையை எதிர்கொள்ள வேண்டியேற்படும்" என்று அறிவித்தார்கள். அப்படி பதுங்கியிருப்பவர்களுக்கு உதவினார்கள் என்ற குற்றச்சாட்டில் புலிகள் சிலரைக் கைதுசெய்து கொலையும் செய்திருக்கிறார்கள்.

புலிகளின் துணுக்காய் சித்திரவதை முகாம் பிரசித்தமானவை. அங்கு ஏறக்குறைய பத்தாயிரம் வரையிலானோர் தடுத்துவைக்கப்பட்டு, சித்திரவதை செய்யப்பட்டு கொலை செய்யப்பட்டிருக்கிறார்கள். இதில் புலிகளுக்கு வறுமையின் காரணமாக கப்பம் செலுத்த முடியாதவர்களும் கைதுசெய்யப்பட்டு அடைக்கப்பட்டிருந்தார்கள். இவ்வாறானவர்களில் விரல்விட்டு எண்ணக்கூடியவர்களே உயிர் தப்பியிருக்கிறார்கள்.

மேலும் புலிகளின் கவனக்குறைவால் பல படுகொலைகள் நடந்திருக்கின்றன. அதாவது ஆள் மாறி சுட்டுக்கொல்லப்பட்ட சம்பவங்கள் பல நடந்திருக்கின்றன. புலிகளுக்கு வேண்டப்பட்டவர்களுக்கு எதிரானவர்கள்கூட கொலை செய்யப்பட்ட சம்பவங்கள் நடந்திருக்கின்றன. அதாவது புலி பொறுப்பாளர் ஒருவர் தான் விரும்பிய பெண்ணின் தந்தையை ஒருநபர் கடுமையாக ஏசிய காரணத்தால் ஆத்திரம் கொண்ட பெண்ணின் தந்தை தனது பெண்ணை விரும்பிய புலி பொறுப்பாளருக்கு போட்டுக்கொடுக்க, மாமனாரை மகிழ்விக்கும் நோக்கில் அந்த ஏசியவரை போட்டுத்தள்ளினார் புலி பொறுப்பாளர். இது நடந்தது வன்னி நிலப்பரப்பில்.

அதேபோல உரும்பிராய் சந்தியில் இருந்த சிகையலங்கார நிலையத்தில், அருகிலிருந்த இந்திய இராணுவ முகாமில் இருந்து சிப்பாய்கள் சிகையலங்காரத்துக்கு நாள்தோறும் வந்துசெல்வது வழக்கம். இதை அறிந்துகொண்ட புலிகள் அவர் இந்திய இராணுவத்துக்கு உளவு சொல்கிறார் என்று குற்றம் சாட்டி கொலை செய்திருக்கிறார்கள்.

இவற்றைவிட புலிகள் தாம்முடன் இணைந்துகொள்ளும் அல்லது பலாத்காரமாக இணைத்துக்கொள்ளப்படும் சிறுவர் சிறுமியர் கடுமையான பயிற்சியின் காரணமாக தப்பி ஓடினால் அவர்களை தேடிக் கண்டுபிடித்து மற்ற சிறுவர் சிறுமியருக்கு முன்னால் அடித்தே கொல்லும் வழமையைக் கொண்டிருந்தனர். அதற்கு அவர்கள் தரும் விளக்கம் அதைப்பார்த்தால் தப்பியோடும் எண்ணம் மற்ற சிறார்களுக்கு ஏற்படாது என்பதே.

இவ்வாறாக புலிகளின் கொலையின் தன்மைகளும் பட்டியலும் நீண்டுகொண்டே செல்லும். கடந்த முப்பது வருடங்களாக புலிகளின் கொலைகள் தினம்தோறும் நடைபெற்றிருக்கிறது.

இதனைவிட எல்லையோரக் கிராமங்களில் படுகொலை. முஸ்லீம் மக்களை பள்ளிவாசலில் வைத்து படுகொலை. தமிழ், முஸ்லீம், சிங்கள அரசியல் தலைவர்களின் படுகொலைகள் என அடுக்கிக்கொண்டே போகலாம்.

புலிகளின் இந்த வகைதொகையின்றிய கொலைகளுக்கு தெரிந்தோ தெரியாமலோ சில பொதுமக்களும் உடந்தையாக இருந்திருக்கிறார்கள். ஏனெனில் காழ்ப்புணர்வினால், ஏசியதற்காக மற்றும் இன்னபிற காரணங்களைச் சாட்டாகவைத்து புலிகளிடம் அண்டியே கொலை செய்ய தூண்டிய சம்பவங்கள் நடந்திருக்கின்றன. புலிகளின் குறைந்தபட்ச தண்டனையும் உயர்ந்தபட்ச தண்டனையும் கொலைதான் என்பதை யாவரும் அறிவர். அப்படியிருக்க வெறும் கோபத்தினால் புலிகளிடம் சென்று இல்லாதபொல்லாததையும் போட்டுக்கொடுத்து ஒரு உயிரை அற்பத்தனமாக்கிய பங்கு சில பொதுமக்களையும் சாரும் என்ற உண்மையை நாம் மறந்துவிடமுடியாது. மறுத்துவிடமுடியாது.

இன்று பொதுமக்களுக்கு மேலே தொங்கிய கத்தி அகற்றப்பட்டிருக்கிறது. மீள் குடியேற்றங்கள், புனர்வாழ்வு, அபிவிருத்தி மற்றும் பொதுமக்களின் தேவைகளை அரசாங்கம் மேற்கொள்ளவேண்டும். அதேபோல எல்லா விடையங்களையும் அரசாங்கமே மேற்கொள்ள வேண்டும் என்று நாம் வாழாதிருக்க முடியாது. எனவே கடந்தகாலத்தில் நடைபெற்ற அசம்பாவிதங்களை நாம் மீட்டுப்பார்பதுடன் வருங்கால சந்ததிக்கும் இப்படியெல்லாம் நாம் பாடம் படித்தோம் என்பதனையும் தெரியப்படுத்திக்கொள்ள வேண்டும்.

ஆகவேதான் கடந்த காலங்களில் புலிகள், அரச படைகள் மற்றும் தமிழ் இயக்கங்களினால் (இவர்கள் குறிப்பிட்ட குறுகிய காலத்தில் படுகொலைகளை அரங்கேற்றினார்கள் என்பதை மறைக்கவோ மறுக்கவோ முடியாது) படுகொலை செய்யப்பட்டவர்களின் பெயர் விபரங்களை ஆவணப்படுத்த வேண்டியது நம் ஒவ்வொருவரின் கடமை.

இந்தக் கடமையை நிலத்திலும் புலத்திலும் நாம் இணைந்து செயற்படுவதன் மூலம் சாத்தியமாக்க முடியும். இணையத்தளங்கள் இதற்கு மிகுந்த உதவியாக இருக்கும். கிராமம் கிராமமாக இந்த நடவடிக்கை முன்னெடுக்கப்பட வேண்டும். கிராமசேவகர் அலுவலகம் இதற்கு பெருதவியாக இருக்கும் என்பதில் சந்தேகம் இல்லை.

விருப்பு வெறுப்புகளுக்கு அப்பால் புலிகளால் படுகொலை செய்யப்பட்டவர்கள், அரச படைகளால் படுகொலை செய்யப்பட்டவர்கள், மற்றும் மற்ற இயக்கங்களினால் படுகொலை செய்யப்பட்டவர்கள் என்ற அடிப்படையில் படுகொலை செய்யப்பட்டவர்களின் பெயர் விபரங்களைத் திரட்டுவது காலத்தின் கட்டாயம் என்பதை உணர்ந்து நாம் செயற்பட்டால் இதுவரை காலமும் நாம் செலுத்திய உயிர்களின் எண்ணிக்கையை கணக்கிலிடுவதுடன் மற்ற சமூகங்களுக்கும், நாடுகளுக்கும் இதுவொரு பாடமாக அமையும். மீண்டுமொரு வன்முறை எழாதிருக்க வகைசெய்யும்.

சாத்தான்களின் வேதம்!

'சட்டி, பானையைப் பார்த்துச் சொல்லிச்சாம் "நீ கறுப்பு" என்று' அதுபோலத்தான் தமிழ் தேசிய கூட்டமைப்பு வடக்கில் நடைபெறவிருக்கும் உள்ள+ராட்சி தேர்தல் 'பொய்யான' தேர்தல் என்றும் இத்தேர்தல் சர்வதேசத்தை ஏமாற்றும் ஒரு தந்திரம் என்றும் கூறுகிறது. அதுவும் யார் கூறியிருக்கிறார் என்றால் சுரேஸ் பிரேமச்சந்திரன். இவரைப்பற்றி தமிழ் மக்கள் நன்கு அறிந்துவைத்துள்ளார்கள் என்பது பரமரகசியம்.

கடந்த பாராளுமன்றத் தேர்தலில் புலிகளின் அனுக்கிரகத்தினாலும் புலிகளின் முழுமையான கள்ளவோட்டினாலும் இவரும் இவருடன் சேர்த்து 22 திருடர்களும் பாராளுமன்றம் புகுந்தார்கள். இவர்களின் 'அலிபாபா' இந்த 22 திருடர்களையும் அந்தரிக்கவிட்டுவிட்டு நரகத்துக்குள் புகுந்துவிட்டார்.

யாழ்ப்பாணத்தில் நடக்கும் தேர்தல் "சுதந்திரமாக நடைபெறுமா?" என்றும் கேள்வி எழுப்பியிருக்கிறார் சுரேஸ். மேலும் மனிதப் பேரவலத்தின் விளைவு, மக்களின் நீண்டகால போருக்கான தீர்வு, யாழ். மாநகரசபையை மீளக் கட்டியெழுப்புதல் ஆகியவற்றை நாங்கள் முதன்மைக் கோஷமாக முன்வைத்திருப்பதாகவும் அருளியிருக்கிறார்.

அத்துடன் யாழ்ப்பாணத்தில் நடந்த பத்திரிகை எரிப்புச் சம்பவத்துக்கு இலங்கை அரசாங்கம் பொறுப்பேற்க வேண்டமென மாவை சேனாதிராஜா கூறியிருக்கிறார். இலங்கையில், ஊடக நிறுவனங்களும் ஊடகவியலாளர்களும் தாக்கப்படுவதும் அச்சுறுத்தப்படுவதும் கொலை செய்யப்படுவதும் தொடர்ந்த வண்ணமே இருக்கின்றன. யாழ்ப்பாணத்தில் இதைவிட மோசமான நிலை காணப்படுவதை நாங்கள் அறிவோம். ஊடக சுதந்திரத்தை பாதுகாக்க நாங்கள் அனைவரும் ஒன்றிணைய வேண்டும் எனவும் மேலும் அவர் சொல்லியிருக்கிறார்.

இந்த இரண்டு பேர்வழிகளும் தாம் வரித்துக்கொண்ட தலைவர்களை புலிகளின் கொலைவெறிக்கு பறிகொடுத்தவர்கள். கூட்டணித் தலைவர் அமிர்தலிங்கம் கொழும்பில் வைத்து புலிகளால் படுகொலை செய்யப்பட்டார் என்பது உலகறிந்த உண்மை. அதேபோல ஈ.பி.ஆர்.எல்.எவ் செயலாளர் நாயகம் தோழர் பத்மநாபா புலிகளால் தமிழ்நாட்டில் வைத்து படுகொலைசெய்யப்பட்டார் என்பதும் உறுதிசெய்யப்பட்ட உண்மை.

வெட்கம், ரோசம், மனம்கெட்டு கொலையாளிகளின் காலடியில் விழுந்து பாராளுமன்ற கதிரை பெற்றவர்கள்! இவர்களா யாழ்மாநகர சபையை அபிவிருத்தி செய்யப்போகிறார்கள்?

90களின் முற்பகுதியில் வடகிழக்கில் பெரும்பகுதியை புலிகள் தமது இரும்புப் பிடியில் வைத்திருந்தனர். இதன்போது இந்த இரண்டு பேர்வழிகளும் வடகிழக்குப் பக்கமாக தலைவைத்துக்கூட படுத்ததில்லை. "ம்" என்றால் வனவாசம்! "ஏன்?" என்றால் சிறைவாசம்! ஏன்ற நிலைமையில் தமிழ் மக்களை கசக்கி பிழிந்தெடுக்கும்போது அரசாங்கத்தின் பாதுகாப்பில் சுகத்தை அனுபவித்தவர்கள்.

அரசாங்கம் தரும் சுகத்திலும் பாராளுமன்றம் தரும் சுகம் மேலானது என்று புலிகள் சுகம் அனுபவிக்கவிக்க விட்டுவிட்டு(!) பாராளுமன்ற கதிரையைப் பெற்றுக்கொண்டவர்கள். இன்று 'ஆடு நனையுதென்று அழுகின்றன இந்த …….'

'தானும் ஒரு ஆளாம் தவிடும் ஒரு கொழுக்கட்டை' என்றுதாம் என்பது போல இவர்கள் மனிதர்கள் என்று வாக்குப் பிச்சையேந்தி நிற்கிறார்கள். எப்படி புலிகள் கேட்டது தமிழீழம் கிடைத்தது எதுவுமில்லாமல் போனார்களோ? அதுபோலத்தான் இவர்களும் தமிழ் மக்களின் உரிமைகள், சுயநிர்ணயம், ……… என்று நீட்டி முழங்குகிறார்கள். 13வது திருத்தச்சட்டம் போதாது என்கிறார்கள். இந்திய - இலங்கை ஒப்பந்தத்தை ஏற்கமுடியாது என்கிறார்கள். முன்னாள் ஜனாதிபதி சந்திரிகா வைத்த தீர்வுப்பொதி முசுப்பாத்தி பண்ணுகிறார்கள் என்கிறார்கள். அப்ப என்னதான் வேணும்? இவர்களின் நினைப்பென்னவோ பன்னீரில் கைகழுவுவது. ஆனால் குடிப்பது கூழ்தான்.

 'வட்டுக்கோட்டைக்கு போறதுக்கு வழிகேட்டால் இரண்டு கொட்டைப்பாக்கின் விலை என்ன? என்று திருப்பிக்கேடுக்கொண்டே, நகரசபை அதிகாரத்துக்காக பிச்சை எடுக்கிறார்கள்.

பிச்சை எடுத்தால் எடுத்துட்டுப்போகட்டும். மக்கள் தீர்மானிக்கட்டும் எந்த பிச்சைப் பாத்திரத்தில் இடுவது என்று? அதற்காக கடந்தகால வன்முறைகளையும் அடாவடித்தனங்களையும் மறந்து தற்போது எழுந்திருக்கும் ஜனநாயக சூழலை கொச்சைப்படுத்துவதுவதை சகித்துக்கொள்ள முடியவில்லை.

யாழ்ப்பாணிகள் தாம்தான் மற்ற பிரதேசங்களிலும் பார்க்க முன்னிலையானவர்கள் என்று சுயதம்பட்டம் அடிப்பது வழக்கம். கிழக்கு வாழ் மக்கள் எது அபிவிருத்திக்கும் - வளர்ச்சிக்கும் உகந்தது என்பதை தீர்மானித்து முன்னேற்றப் பாதையில் சென்றுகொண்டிருக்கிறார்கள்.

மலையக தமிழ் மக்களும் தொண்டமானின் காலத்திலிருந்து தமக்கு தக்கதான அரசியல் முடிவுகளுடன் முன்னேறிக்கொண்டிருக்கிறார்கள். இவர்களும் தமிழ் ஈழம்போல ஏதாவது ஒன்றை முன்வைத்தோ, அல்லது புலிகளுடன் இணைந்தோ வன்முறையில் இறங்கியிருந்திருந்தால் இன்று மலைகள் மட்டுமே மிஞ்சியிருக்கும்.

பார்ப்போம் இனியாவது வடக்கு முன்னேறும் எண்ணம் கொண்டு நடந்துகொள்ளுமா? இல்லை குண்டுச் சட்டிக்குள் நரியை ஓட்டுமா? என்று. ஓகஸ்ட் 8ம் திகதிவரை பொறுத்திருப்போம்.

the cataract of errors

It is a much analysed fact that the Tamils of Sri Lanka under the guidance of its leadership have missed many historically defined opportunities, in laying the foundation towards creating a decent future for their political aspirations and self determination. The 50 – 50 representation in Parliament instead of a federal constitution, a claim that seemed rightfully unreasonable to the Sinhalese; the vote in favour of the Citizenship Act of 1948 that deprived the citizenship of the plantation Tamils which was instrumental in conceiving the impression of the Tamils as lacking moral conviction and as being egocentric; the Sinhalese Only law of 1956; the Referendum of December 1982 leading to the subsequent 1983 racial riots and the Indo-Lanka Accord of 1987 are the most significant in terms of these irretrievable opportunities.

Apart from failing to use these historical instances of importance the Tamil leadership, beginning with the Tamil Congress, the Federal Party and most importantly the TULF, were successful in their inability in winning over Sinhalese confidence which further deepened the chasm of misfortune of the Tamil populous they were representatives of. The TULF’s role in exacerbating the situation when it ‘hinted at war and practised peace, leaving others to practice war’(1) thereby inducing a shift in the pawns of a deadly game that contended with nationalistic ideology, was causative in sealing the fate of the Tamil youth militancy.

As growing displeasure for the affectless elitist leadership grew amongst the masses, the militant groups began to reflect the class and caste divisions rampant in the North. The anger and hatred they felt towards this class/ caste inclination was gradually transferred onto the civilian population. A government steeped in the inability to respect the rights of the minority Tamils by interfering with the rule of law, the ambivalence of the Tamil leadership, a divided Left and increase in police brutality to counter the sporadic outbursts of the militant groups which had transformed into militant organisations under India’s auspices, all contributed towards the increase in support, the Tamil masses displayed for these militant groups and, their actions. Then July 1983 came, unleashing an unbelievable spate of terror in the lives of the Tamils and the horrifying events that subsequently unfolded stood as testament to the most horrific desertion of a State from a part of its citizenry, unforgivable and unforgettable. The Tamils lost whatever confidence they had in their leaders and were forced to believe in the militants. A sad historic consequence and the most fateful of choices which laid the foundation for the decades-long strife that still continues to burn, under the ashes of a military finale.

The enemy within: Tamils, Muslims and Oppression
The implications of caste and the characteristic of Tamil nationalism in transcending its divisions have played a pivotal role in shaping the conflict in Sri Lanka. A look into these elements helps us understand the subtle nuances that underpin the conflict, often forgotten due to its overwhelming proportions of human tragedy. As Raghavan, Co-founder of the LTTE notes in a recent interview, ‘Tamil identity is only the outer layer and not the substance of the Tamil community’. The substance of the Tamil community is rife with divisions of caste and regionalism. ‘Class subsumed under caste’, opened up a festering wound that the Tamil militancy strived to heal during the initial stages of its confinement, by attempting to transcend its inherent divisions. Nevertheless, lessons from the past have unravelled that the militancy led by the LTTE, began to see ‘an enemy within’ in the likes of Tamil leadership and academics belonging to the higher strata of class and caste, which it began to systematically annihilate in the pretext of culling the traitors of the revered Tamil cause, a fatal mindset that deprived the Tamil community of moderates such as Neelan Tiruchelvam, and more recently Lakshman Kadirgamar and Kethesh Loganathan. This brings into focus the argument that the ultimate purpose of the Tamil cause was really the achievement of a classless and casteless Tamil Eelam, perhaps in the form of a Nazi Reich given Prabhakaran’s personal hero worship of Hitler.

Another unavoidable fact in relation to this argument is the immense suffering of the Muslims in the hands of the LTTE that began with their expulsion in 1990 from the North and other incidents of ethnic cleansing. To understand its link with this historical tragedy as well as many other repressive actions by the LTTE against the Muslim community, one must take a look at the socio-economic underpinnings that both connected and divided these communities from each other. The Tamils and Muslims share a linguistic commonality while each had its own distinct caste system; the Muslims are noted for their entrepreneurial skills while the Tamils particularly the Jaffna Tamils, ‘due to intensive missionary education dominated intellectual professions and public offices’ . So it becomes clear that the militancy felt equally threatened by the Muslim community and began to consider the Muslims as traitors. Farzana Haniffa in her essay, ‘Muslims in Sri Lanka’s Conflict’(3) notes that the LTTE’s and Tamil nationalists’ justification of the 1990 Expulsion was based on supposed security issues and the belief that the Muslims were traitors of the Tamil speaking nation.

The other issue that created an unfortunate consequence for the militancy as well as for a potentially collective agitation towards a political solution against State chauvinism, was the emergence of regionalism, that despite the growth and dominance of the LTTE, was later to strike a decisive blow, causative in bringing about the downfall of this much feared militant group, due to the defection of Karuna Amman, LTTE Commander of the Eastern province. Nevertheless, the stirring up of regionalism tensions came about much early in the history of the Tamil militancy with the first strains of it felt during the LTTE – TELO clash in Jaffna and similar manifestations in Batticaloa, the subsequent take-over of the EPRLF in 1986, and felt much stronger during negotiations of the ‘December 19 Proposals’, which envisaged separate provincial councils for the North and East. The Eastern Tamils were more open to the proposals while the Jaffna Tamils clamoured to negotiate for the best settlement thereby evoking a sense of betrayal amidst the Eastern Tamils by their Jaffna based leadership.


What next?: the role of India and the Tamil Diaspora

During the final phase of the military offensive, while lives were lost and maimed, the regional power politics of India and the international politics of the neo Tiger fascists in the Diaspora pulled the war away from the Vanni orbit. Sadly the machinations of these pressure groups both regionally and internationally mostly failed to push for an unbiased solution that would have saved the lives of many civilians who were trapped in the parched and bombed out bit of land. On May 16, 2009 Mahinda Rajapakse declares victory and on May 18 Velupillai Prabhakaran is confirmed as dead. The victory unleashes a crass celebration in the streets where the Sinhala masses rejoice of the end of decades-long strife while the majority of the Tamils are pensive and fearful of an even uncertain future, but many are indeed relieved to hear the end of the most ruthless Liberation Tigers of Tamil Eelam. The victors have also accumulated the limbless and the broken-spirited as spoils of war who sit in the confines of internment camps forever trapped by a contorted and unfair political destiny. On the other hand the diaspora support system of what remains of the LTTE, flounder in authoring conspiracy theories in relation to the end of the LTTE as a military force and the death of its larger than life leader.

India’s role in the business of Sri Lanka’s conflict is a very old one; the first step taken through the nurturing of the Tamil militancy, especially the LTTE, into militant organisations post Black July and in creating a preoccupation in the minds of the Tamil masses of an easily achievable Eelam under its auspices. Subsequently, India’s political solution to Sri Lanka’s burning question first came in the form of the Indo-Lanka Accord of 1987 which proposed the merger of North & East. While this solution remained attractive for the Tamils it was not inclusive of the Muslims. Nevertheless, the opportunity that this accord did present was not used by the LTTE as with the many other opportunities that subsequently came about, which reiterate the fact that they were only interested in realising their ‘goal’ through military means.

Political Masala: Tamil Nadu & the race connection
The Sri Lankan conflict has been a key factor in Tamil Nadu politics since the early 1980’s with a renewed and noticeable increase seen in mid 2008. In what may clearly be a precursor to the Indian General Elections which concluded recently, Chief Minister of Tamil Nadu, M. Karunanidhi of the Dravida Munnetra Kazhakam (DMK) and his supporters which includes a sizeable number from the Tamil Nadu film industry, notably Director Seeman, have been engaged in political theatrics leaning heavily on the race connection, a mass magnet of immense proportions. To add fuel to the flames, Marumalarchi Dravida Munnetra Kazhagam (MDMK), led by V. Gopalswamy (Vaiko), Pattali Makkal Katchi (PMK), led by Dr S. Ramadoss, new entrants Viduthalai Chiruthaikal Katchi of Thirumavalavan, the Tamil Nationalist Party of Nedumaran and Periyar Dravida Kazhagam have continued to vociferously voice pro-LTTE Tamil nationalist sentiments.
J. Jayalalitha of the Opposition party, All India Anna Dravida Munnetra Kazhagam (AIDMK) came into the foray initially by quashing Karunanidhi’s inflammatory rhetoric with statements that seemed common sensible and practical. Nevertheless, election tides changed and Jayalalitha resorted to the populist track that Karunanidhi had used so far to stir up the Central government which maintained its diplomatically nuanced stance on the subject. Such is the state of what S.D. Muni in his essay (4) refers to as Tamil Nadu’s ‘emotive’ politics, constantly regurgitated as election propaganda, and fuelled by Rajapakse’s Government’s failure in the aspects of minority & civilian security and its indifference towards steering the growth of a parallel political process. Nevertheless, the Sri Lankan issue did not have a noticeable impact on the outcome of the 2009 Indian Elections. New Delhi continued to play its political moves safely by supporting Rajapakse’s military approach which Rajapakse successfully controlled by strategically shifting the Pakistan and China pawns.

Tamil Diaspora: the emergence of neo-Tiger fascists
Typically Diaspora communities consisting of immigrants, asylum seekers/ refugees and other minority groups who become ‘the other’, marginalised by the ‘new racist nationalism of contemporary Europe’(5) and the rest of the West, find solace in fueling intra-state wars through long distance nationalism and pursuing the dream of a distinct homeland. As the rapid deterioration of LTTE’s leadership and its popularity amongst the civilians began to wane, the sharp escalation of long distance nationalism came into play and has been one of the driving forces behind the internationalisation of the conflict in Sri Lanka. But as for the thousands of civilians remained trapped in Vanni, the dream of an Utopian Eelam rapidly disappeared while they clung on desperately to maimed limbs and battered souls in a pathetic indifference to their compatriots worldwide who prostrated themselves for the revered ‘cause’; an all out show of self-immolation, satyagraha, Eelamist-patriotism and even a lesser virulent form of child abuse as they exhibited children in their school uniforms holding up placards and slogans that they could hardly comprehend, deliberately staining their immature minds with racism and vengeance.

Nirmala Rajasingam, former member of the LTTE, current activist in exile and one of the most consistent voices of dissent has comprehensively highlighted the key factors that sustain and shape the pro-LTTE support of the Tamil Diaspora in her recent essay, ‘The Tamil Diaspora: solidarities and realities’(6). She talks of the Tamil Diaspora communities trapped by their attempts at preserving their ‘Tamil cultural and social heritage’, and who live a ghettoised life that the LTTE with its shrewdness has successfully infiltrated and strengthened its grip through a variety of intimidation tactics.

The future role of the neo-Tiger fascists of the Tamil Diaspora will be much more complex and ruthless as they strive to contain the shady dealings, evidence of intimidation and the ethics of their fundraising tactics. The current situation sans the LTTE as we had known for so long has begun to unravel the internal rifts, a portent of the power struggles which would be the characteristic of the future. Selvarasa Pathmanathan will guide these neo-Tiger fascists by dangling the proverbial carrot of transnational governance which they claim is a ‘novel experiment that has no precedence’. In the absence of a committed and alternative Tamil leadership the neo-Tiger fascists would strive to further suffocate the Tamils in a political wasteland in the coming years.


Looking Beyond: Devolution & post-conflict Democratisation
As the dividends of Sri Lanka’s conflict unfold, questions involving the process of a political solution and those related to post-conflict democratisation must be high on the agenda and in fact move parallel to the rehabilitation, reconstruction and resettlement process. So far the GoSL’s deliberate foolhardiness in failing to push through a political solution through the APRC process, its reluctance to treat the IDP issue with more humaneness and, its reluctance in opening up to both the local/international media and humanitarian agencies have fed into the minds of the Tamils and the rest of the world, a deep sense of doubt in terms of commitment and accountability. The post-war scenario remains the real test for the GoSL with it having to infuse into the Tamil community the quintessential hope of a speedy political solution while it works around the psychosocial rubric that surrounds the vast numbers of IDP civilians and ex-LTTE cadres. It is also timely that a suitable transitional justice process is formulated, with decisions clarified on amnesty, criminal prosecutions and the establishment of a Truth & Reconciliation Commission finalised, to render this transition meaningful. The recent call for investigations into war crimes in Sri Lanka by Ban Ki-Moon echoing Navi Pillay, UN Human Rights Commissioner’s raises some pertinent questions as to how the crimes of the LTTE will be prosecuted vis-a-vis the prosecutions from the GoSL side especially given the fact that the top heads of the LTTE have been annihilated.

As far as the democratic process is concerned the question of Tamil leadership and mainstream representation would have to be grappled with. With the recent experience of the supposed democratisation of the East and the lessons learned from this process, the GoSL’s failing to its citizenry is noteworthy in terms of the Pillayan-Karuna Amman symbiosis resulting in extra-judicial killings and disappearances, unease on the rise given the recent abductions of young school going children and their subsequent deaths; The GoSL’s implicit involvement in freeing Karuna from being tried for war crimes in the United Kingdom as an attempt at erasing any evidence that might expose its complicity with the same. Likewise when considering the other actors in the political mainstream such as members of the Tamil National Alliance (TNA) and Douglas Devananda’s, EPDP, the vacua of an alternative political identity is stark. The question remains whether a post-war scenario would prove conducive for a political leadership that is not pseudo democratic but is realistically inclusive in its search for a consensus that includes other ethnic minorities, most importantly the Muslims, who apart from being an important minority group, has had an equal share of the brunt of the civil war and is thereby entitled to legitimate claims within the democratic process.

In order to set the wheels in motions towards a meaningful democratisation process it is important that conflict transformation takes place in its fullest sense. The political will to seriously commit to a solution to the minority question, an engagement with the main stakeholders and the ability to learn from past mistakes are paramount. Another important aspect worth reiteration is the role of the Diaspora in contributing to the process of identifying a political solution, the important role they could play in post-conflict judicial processes especially in terms of universal jurisdiction, as support for alternative thought processes; in strengthening civil society and, in awareness creation, must come into focus. There is much that can be learned from the experiences of Chile, Argentina, Haiti, Liberia and at present Cambodia in terms of the role their respective Diasporas’ have played in post-conflict issues notably, the judicial and truth-seeking processes(7).
